Policy Context — The 3-Day Guarantee & CCS Changes

The Albanese government’s 3-Day Guarantee, effective 5 January 2026, represents the sector’s most significant demand-side intervention in years. Its impact on occupancy is contested.

Workforce Shortages — A Compounding Factor

Paradoxically, the occupancy crisis co-exists with a significant workforce shortage, creating a two-sided squeeze on operators.

  • Victoria University’s Mitchell Institute (April 2026) flagged that at least 21,000 additional qualified ECEC professionals are needed nationally.
  • The Australian Education Union sounded alarm over ‘ongoing workforce shortages that the sector simply won’t keep up with’, citing low pay, stressful conditions, and reputational damage from the 2025 incidents.
  • Signature Training College and TeachingJobs.com.au both published 2026 outlook articles noting that the requirement for a second qualified ECT at services with 60+ children has intensified the shortage.
  • The dual pressure of low occupancy (revenue down) and high staffing costs (mandatory qualification ratios) is identified as the primary driver of smaller centre insolvencies by Save Our Service (SOS) in its 2026 Childcare Trends report.
  • Finexia noted that innovative operators are exploring AI-assisted administration, flexible shift models, and international educator pipelines as partial mitigations.
